During the 1990s, Amsterdam officials decided that there were too many coffee shops and now when a coffee shop closes, a new licence is not granted. Thus the coffee shops are in decline.
The prices of cannabis from coffee shops vary but obviously the more expensive prices are in the tourist area. A general menu would offer Moroccan Hash for 5euros, Special Moroccan 7euros and Nepalese 10 euros. The cheapest grass fetches 4.5 euros and the dearest 9 euros Included in the menu is a list of the effects that each purchase will have on your mind and body.
In the 1960s and 1970s, Amsterdam became the cultural magnet of Europe, the magisch centrum (magical centre). A policy of tolerance towards the use of soft drugs attracted hippies and others rebelling against societies’ rules. The city became a place of squatters and violent clashes erupted in the streets regularly.

In the 1970s, the coffee shops sold imported cannabis resin but nowadays the most common item on the menu is Dutch-grown ‘grass’. Originally imported from USA as ‘skunk’, the horticultural Dutch improved the marijuana and now grow it alongside their other produce in heated greenhouses. Although it is legal to grow 6 plants of marijuana for personal use; commercial production is not and these greenhouses are in secret locations.

Coffee shops have opened in other cities across the Netherlands and generally they are tolerated. However, they are not encouraged in cities close to the German and Belgium borders, as these countries along with France,[link widoczny dla zalogowanych], the UK and the USA put the Netherlands under pressure to review their policy. Germany and Belgium complain of a ‘yob culture’ where there are coffee shops close to their borders.

The Opening of Coffee Shops in Amsterdam and across the Netherlands
The law regarding the sale and use of cannabis is complex. The Netherlands cannot legalize the use of cannabis even if it wanted to; international law prevails. So although cannabis is illegal in the Netherlands, possession of a small quantity will be ignored.
In practice, a small quantity is regarded to be up to 30 grams. In coffee shops you can only buy a maximum quantity of 5 grams at a time.
The shops are highly visible with Rastafarian-type music playing, bright gaudy colours reminiscent of an earlier ‘hippy’ time, Bob Marley images painted on the walls along with graffiti of the various smokes available for sale inside.
The coffee shops were opened in the early 1970s as a way of controlling the use of drugs. The war on drugs had been lost and the Dutch Government thought that a relaxing of the drugs’ laws would prove more productive in releasing police to target those selling hard drugs. Coffee shops selling coffee but mainly cannabis opened up with names such as Mellow Yellow and the Bulldog. The coffee shops would open up and the authorities would close them down and then the coffee shops would open again. Eventually, in 1980 there was a policy of tolerance and the coffee shops were left alone as long as they followed certain rules. They must obtain a license from the local council, they cannot advertise, there is an age limit of 18 and hard drugs must not be sold.
