It's an old expression in England and probably elsewhere as well, because there is a world wide appreciation of the therapeutic effects of stopping what you are doing for a cup of tea. So much so, that in a lot of places, a proper ritual must be observed.
I don't know much about that [link widoczny dla zalogowanych], although I once saw a Japanese Tea Ceremony in Disneyland. Whether that has as much to do with a real tea ceremony, as The Pirates of the Caribbean has to do with the real pirates of the Caribbean, I really couldn't say.
However, I do know the time tried and tested, proper, English way of making a pot of tea.
First you need a proper, ceramic, preferably brown, teapot. You also need a kettle filled with fresh water and a source of heat to bring the water completely to the boil. When the water has boiled [link widoczny dla zalogowanych], pour a few ounces into the pot, swirl it around and discard it. This is to warm the pot.
Next, the tea is to measured into the pot. One spoonful for every person and one for the pot. The tea is to be loose leaf and not one of those dilettante tea bags which are filled with the sweepings off the tea importers floor. A good quality large leaf is essential. I can't stress this enough. Get cheap tea and you are toast, as they say.
Now comes the important part. When the kettle which you have replaced on the heat, boils, CARRY THE TEAPOT TO THE KETTLE, do not carry the kettle to the pot. Pour the boiling water directly on to the tea. It should be bubbling when it hits the tea and scalds the full flavor out of it. Quickly stir the tea and put the lid on the pot. Let stand for four minutes and then pour it out.
I prefer it black, but some lesser purists like a little milk and some even lesser than that [link widoczny dla zalogowanych], use sugar. The way to drink this tea is to slurp it off the top of the cup while it is still piping hot.
